No SC/ST Quota in Public Sector Banks Promotion : Supreme Court

No SC/ST Quota in Public Sector Banks Promotion said Supreme Court  against the review petition filled by Central Government, Central Bank of India Scheduled Castes and Scheduled Tribes Employees’ Welfare Association and others against the apex court judgment of January 9, 2015.

Madras high court had earlier ordered that “though there was no provision for reservation in promotions in banks for officers from scale-I on wards but relying on an office memorandum issued by department of public enterprises in November 2004 ruled that officers belonging to SC/ST category be given reservation in promotion”

Based on the decision given by the Madras high court, Bank and central government had filled the review petition in supreme court. Though the bench rejected quota for SC/STs, it said: “Whether it is necessary  to make a provision for reservation in promotions from Scale I to Scale II and upward, and if so, up to which post. The grievance of the employees belonging to SC/ST category is that there is negligible representation of employees in higher cadre at all levels. Keeping in view the statistical figures which have been placed on record showing their representation in officers’ scales, it would be open to the concerned authority, namely the state and the banks, to consider whether their demand is justified and it is feasible to provide reservation to the SC/ST category.
