Reserve Bank of India (RBI) 10-member panel chaired by RBI’s former Executive Director G. Gopalakrishna has advised the Public Sector Banks to avoid transfer of officers for the sake of norms and make them need based as per leadership requirement.
He further suggested that “Job rotation in banks, especially PSBs, should not be done in a mechanical manner but through a well laid down criteria”.
Panel also suggested that banks should allow specialization up to level III or IV so that demands of contemporary banking needs are met. The 10 member panel also has recommended that there must be a position of chief learning officer in banks for leadership development, knowledge dissemination and sharing.
They also advised to conduct a common Banking Aptitude Test (BAT) at a national level for entry level employees in order to boost the skill and knowledge among the new employees. This is compulsory but not essential for enhancing the Banking Aptitude.
